Change utf8mb4 to utf8 by default?

on my hosting control panel, when I create a new database it always set as utf8mb4, i didn't see any options to change it to utf8, that made some errors when importing database on a new hosting. How can I change utf8mb4 to utf8 by default for every new databases?

Create a database utf8 directly in the panel phpMyAdmin.
