Do I need a personal VPS?

With this service I can have my own OS running, and I can run it like a super-user, does it worth the money, if it does, what's the best provider?

There is no such thing as best provider, only the provider that works best for you. What might work for someone might not necessarily work out for you. What requeriments do you have regarding CPU, RAM, storage and OS, what are you planing to host? What is your current budget? It is applicable only when your website is going to have moderate traffic. For huge traffic VPS may not work, that time go for dedicated servers.
