Have you paid your domain more than $1000 ? If not, it's not a premium domain.
But I do not think there are rules to say if a domain is premium or not, it's only a way to make more money for a domain registar.

Sure I didn't buy a domain with that price but my domain registrar started setting it as premium domain. I don't know who will have permissions to set this? me or my domain registrar?

I saw more premium domain names and almost are contained a complete keyword in the domain and it is very easy to remember.

This is a definition from Godaddy about premium domains

Premium domain names are short, memorable, easy-to-spell names that end in a popular extension like .com. These domains tend to cost a lot more than normal domains, because they are more likely to drive traffic to a website.

I would like to answer the question Selling a premium domain name could be quite a task. Not because a premium domain costs high, but because it takes time to find the right buyer/ business that is ready to acquire the domain name.

I would like to break this conversation into three angles or parts to make it easier when it comes to selling a premium domain name-
  1. Marketing
  2. Affiliate
  3. Reselling
HTH!:)

If your domain was purchased a long time ago and you earn so much with that domain, meaning it was visited online, products and services were on a massive sale using that domain then maybe it’s a premium domain. Premium domains are owned by someone or owned by a registry and the value is extremely high compared to normal domains. To make your domain a premium you have to use a marketplace to set a price for your domain. If your domain is short which are very rare to find, then you can set a good price for it.

the premium domain is the name of the domain which is owned by a person. It is a bit costly as compare to typical domain purchase.
This is not obvious to point out a premium domain.

More domains are not developed to become a website but its price is set even higher than existed websites out there.

I agree short domains always are getting higher price than long domain names.
