What are the best tips to choose a dedicated server from OVH? I read many recommendations to this hosting company and would give them a go. Needing your tips to have a good dedicated server.

Lower your expectations regarding the support and you wont be dissapointed. If you are looking for SSD drives go for NVMe.

Agree with HostBastic. What about CPU series? which we should choose from OVH? Intel Xeon E3 is good?

Well what is the purpose of the server? For someone a Xeon D series can be top notch and will never require more.

Agree with HostBastic. What about CPU series? which we should choose from OVH? Intel Xeon E3 is good?
The new E3's v6 are solid stuff! As an example, if you're planing to run KVM instances, the lowest I would recommend is a hexa core E5, and ideally a 2x E5 configuration.

Most likely a Intel D Xeon will do, however a E3 will be a better choice, you get more for your money.

location and hardware. intel quad cores etc look of the best specs the have there and if it fits your budget

There isn't any method to choosing a server, just choose one that meets your requirements. If you need more space, go with 2TB drives, or if you have a heavy traffic site go with SSD's. If you need more CPU, go with a better CPU like one of their higher end E3's or E5 processors. Just make sure to put it all into raid-1 setup, and if you do run into emergency issues, call their support. It's much more effective than opening a ticket.
