No, that won't give you the answer regarding if their are overselling or not. It might be a wrong configured site, plugin, script etc. and the site won't load as expected. It doesn't to be the server itself.
Good point. The system to check if a company is "overselling" is not 100% solid and won't 100% work unless the company gives you how many people they're hosting on one server (not very likely.)
