You are exact and thank you for reminding me, it is not a bug but it is a reminder because we didn't update it regularly. I will keep this in mind and will update these posts regularly.

I or other Mods will recommend threads in a private forum which threads should be putted on that section. They should be helpful, useful, many interesting discussions and trending now which more people are caring and like to read. Especially, hosting tutorials (articles) will be easily putted on forum home page (Top featured posts, Trending Topics, Promoted Stories, More from Web Hosting Forum)
