What is impact on SEO in a mobile version of a website?

Hi,
I have questions about mobile SEO for a website

I am concerned about the SEO aspect of this scenario. If I create a separate mobile version of the site, does it have a duplicate version of my website or not?
The Google crawler will recognize it instantly. Can it lead to Google Penalty?

Have anyone of you ever faced such situation. If yes, what solution have you applied for your website?

If you create 2 different versions of your site, 1 regular, 1 mobile friendly (i.e. www.domain.com and mobile.domain.com) then yes, you could possibly get penalized for duplicate content, although this is where canonical tags come into play.

What you should do is use a responsive design for your site. This way you only have one site, but the layout automatically adjusts to the appropriate screen size.

It would be much much better if you could use responsive designing for your website. Google has been stressing on this point for quite a time and this year and more importantly in 2016, Google will positively rank sites who have a responsive design.
Did you know that mobile searches have gone far ahead of desktop searches last year? And this is going to increase a rapid pace. (However, tablet searches do not show that amount of growth).
Almost all the old websites are now switching to responsive designing in fear of the Google penalty.

Responsive designing is the way to go these days. They are the same website that adapt to the size of the screen a user is using by using media queries. You can find more about them here.
