Create website without domain and add it later?

Hi there!
I am starting in the world of website creation and development and I would like to know if there is the possibility of starting to develop a website in the Wordpress CMS without having to buy a domain.
The idea is to be able to develop the web and once done, buy the domain and start positioning it. Is there a tool that some hostings incorporate to allows this? If so, I would like to know if Hostinger has it, since it is the hosting I am using.
Your opinion would be of great help to me. Thanks!

You can access your website temporarily via IP address until you order and point your domain to your server.

Also, you can simply develop it locally and upload it when you are done...

Alternatively, you can also do it at my hosting company

Exactly, as Efe says, I am using a shared hosting plan and it doesn't allow me to access via IP.

I always buy domain names before creating a website for it. Even I bought some domains but not created websites for them more than 1 year.

If you don't create websites for them, your domain names are still good, they are aged domain names.

There is another way you can host your website on free sites like WordPress, Wix, etc sites. These types of sites allow you to host your website under their subdomain.

There are lots of ways to develop site. you can develop locally, also you can use free subdomain hosting for that or you can register free domain from freenom and then host it anywhere you want. once it is fully develop you can take backup and upload it to production domain.

You can develop your website locally and for testing, you can also use 000webhost hosting. It is totally free.

Some web hosts, mainly free web hosts, allow you to create a website even if you don’t have a domain name. ... You don't have to pay for such a subdomain because you don't actually own it; web hosts own "example.com" and can create and delete any subdomain they want.
