We are planning to move a domain to a new hosting and also changing its cms from a custom cms to Wordpress cms thus the structure of urls will be change. I have two options are:

Using htaccess 301 redirect old url to new url.
Using htaccess to redirect all pages to homepage

Which one is better for SEO and why?
Your replies would be appreciated.

I would suggest add the 301 redirect. When you would like to add the permanent redirect then you use the 301 type of redirect. Search engine considers only this type of redirect while ranking. That is why it is recommended for the SEO.

If you are simply adding the 301 redirect then you will need to submit the links to the webmaster for the ranking.

I'd also go 301, the search engines will make a note of the permanent redirect

301 redirect is the way to go for SEO. 301 redirect indexes as permanent redirect and therefore does not loose the rank in search engines.
