the file is forbidden to access

it is windows? maybe you should set the permission for that file to accessed by the user
try access as administrator too

It looks like you specifically tried to curl "restpage.cf"

It appear their server is blocking generic curl requests. You most likely need to supply a user agent with your curl command.

Mind you I use Arch Linux so not sure if this command exactly translates across but try this:

Code:
curl -A "Mozilla/5.0 (iPhone; U; CPU iPhone OS 4_3_3 like Mac OS X; en-us) AppleWebKit/533.17.9 (KHTML, like Gecko) Version/5.0.2 Mobile/8J2 Safari/6533.18.5" restpage.cf
Now you get this

Code:
curl -A "Mozilla/5.0 (iPhone; U; CPU iPhone OS 4_3_3 like Mac OS X; en-us) AppleWebKit/533.17.9 (KHTML, like Gecko) Version/5.0.2 Mobile/8J2 Safari/6533.18.5" restpage.cf
<html><body><script type="text/javascript" src="/aes.js" ></script><script>function toNumbers(d){var e=[];d.replace(/(..)/g,function(d){e.push(parseInt(d,16))});return e}function toHex(){for(var d=[],d=1==arguments.length&&arguments[0].constructor==Array?arguments[0]:arguments,e="",f=0;f<d.length;f++)e+=(16>d[f]?"0":"")+d[f].toString(16);return e.toLowerCase()}var a=toNumbers("f655ba9d09a112d4968c63579db590b4"),b=toNumbers("98344c2eee86c3994890592585b49f80"),c=toNumbers("889edee819627bbb3e193b87ece663f7");document.cookie="__test="+toHex(slowAES.decrypt(c,2,a,b))+"; expires=Thu, 31-Dec-37 23:55:55 GMT; path=/"; location.href="http://restpage.cf/?i=1";</script><noscript>This site requires Javascript to work, please enable Javascript in your browser or use a browser with Javascript support</noscript></body></html>

It's not the file blocking him, curl has all the permissions he needs. The website he tried to curl is what generated the error :)
