Which is the best technique to rank the website in Google among directory and social bookmarking?

Social bookmarking is useless for SEO.

Directories can be good if you are picking the right ones, generally the paid ones are best.

They need to be moderated.

If they say anything about PageRank, high quality links, boosting rankings, or any other SEO buzz words, stay away.

Botw.org, STPT.com, and businss.yahoo.com are pretty good examples of directories you want to be in.

Apart from the paid ones, I know instant approval directories are the ones which you should avoid. But the ones which are moderated and asking for moderation time are good or bad?

If they are heavily moderated, they might be okay. If they accept crummy affiliate websites in their directory, I would stay away. If the majority of the listings look like legitimate business sites, it might be worthwhile. You have to dig in and look around a little bit.

Buy link? i read in the article that buying a link from other website count as spam and building a own site is not going ranked down because of same referring IP?

Well, whoever wrote that article you read is clearly an idiot. Half the internet runs on bought links, and the IP address does not play a role in strength of a link.

Now if you are building a big private network, you want to put the sites on different IP addresses, but that has NOTHING to do with impacting the strength of the links. That is to make it less obvious to search engines that the entire network of sites is owned by the same entity.
