You should try edomz. I have worked with them in Past. They are legit and you can advertising with just $50 and CPM with $0.5 cpm. I have ran successful campeigns with them and bought Mobile as well as normal traffic . Hope this helps.

To be honest the best advertising network is google adwords some might say its expensive but one thing for sure you will get traffic. And if what your selling is much greater than the cost of the click then its the best thing for you.
