Reduce server response time with Cloudflare?

My hosting server response time is pretty high and I heard that to speed up my websites, I can use Cloudflare, I also want to know Cloudflare can reduce server response time for my hosting or not?

It won't improve server response time. That needs to be optimised at the server level.
Cloudflare essentially acts as a CDN and offers a cached version of your site, which makes delivery of your site globally much faster.
Otherwise it would depend on how close the user is to the physical location of the server.

What to do to optimize server to get server response time lower? In the case I have just bought a new server, can I check its server response time?

Server response time depends on several factors:
Server optimisation
Server spec/ hosting software used
Website optimisation
Level of traffic and load
Network

Given your questioning I think you would benefit from getting a managed service, either from your host or externally, and get them to optimise the server for you.

Make sure the scripts/website you use is up to date and is not wasting resources needlessly.

Once you have done all that, and server load is high and resulting in long response, should consider upgrading

Cloudflare won't do much here, it may make things appear faster for your visitors but won't save the server.

You'll want to profile your website load time, to see what it's hanging up on and why the server appears to be slow. Often times this can be traced back to either mysql queries or javascript loading at the top of the page taking a while to process. Also loading external resources can impact things as well.
