My friend wants to create an email account for a website that he is putting on my server. I want to allow him access email account management section but I don't him access other features on my cPanel. Is it possible to create another account for my cPanel and limit which icons will appear in cPanel for that account?

Honestly I knew this and which I am needing now is I want to create a second account and assign it to use limited icons on cPanel while my current account is still having full features (icons) when log into the cPanel account. Is that possible?

Yes possible.

1. Go to WHM >> Packages » Feature Manager :- Create a new package and select the list of features you want to add to new account.

2. Assign the created package to your new account and only selected features will display in their cPanel interface.

Understood.

It is possible for two account to use a package (cPanel)? I've never thought of it.
Can you share a screenshot where I can assign a new or existed package to a new account?

Unfortunately, NO, you can not have 2 logins manage the same account in cPanel. This may be a nice feature though, I would suggest it to cPanel.
