How to create a new cpanel account and limit number of icons in cPanel?

I want to create a new user account for my cPanel and limit number of icons in cPanel for that account only? What is the best way to do this task? please guide me.

By icons you probably mean features. You can navigate to WHM > Packages > Feature Manager and create a new feature list and then modify the specific account you want to assign that list to.
