Your analyze of the difference between shared hosting and VPS hosting is pretty good, but not limited to Windows VPS Hosting. Most part of people will prefer to choose linux VPS hosting instead of Windows to not pay the Windows license.

I would not use a Windows VPS for hosting a website. It is cheaper and more stable to use a Linux VPS. It's not that hard you simply have to install a CP like Cpanel if you want simplicity (not free) or vestaCP if you want something free and that's all.
You have to know basic Linux commands though.

I would agree that unless you have a specific reason for needing a Windows VPS (like ASP or some such), the industry works mostly on Linux, with good reason. :)
