Can not use EV SSL from Namecheap when using Cloudflare free plan?

Last week I wanted to buy EV SSL from Namecheap $88/year but the problem is I am using Cloudflare free on the website that going to use EV SSL, I asked Namecheap technical support staff and they answered that I can not use EV SSL from Namecheap when using Cloudflare free plan, I need to update to Business or Enterprise plan as mentioned here

I don't want to remove free Cloudflare but I also want to use EV SSL from Namecheap. Do you guys have a solution for this?

No, it's not possible. You will have to upgrade your Cloudflare account to be able to use an EV Certificate, or to not use Cloudflare at all.
That's the same to use TLS1.2 and be PCI Compliant, it require a business account on Cloudflare.

Didn't Cloudflare have a EV SSL service? if yes, I can buy from them

That's the same to use TLS1.2 and be PCI Compliant, it require a business account on Cloudflare.
Namecheap suggested me to use Incapsula free because it supported custom SSL and can work with their EV SSL but I am new to Incapsula and I don't want to leave free Cloudflare plan, my websites are running as well on this CDN.

No, Cloudflare only provide DV Certificates.
In my opinion, you should keep your current SSL certificate with Cloudflare, and purchase an EV certificate when you will have to be PCI compliant.
I don't understand these, what is PCI compliant? and TLS1.2?
Is it business plan on Cloudflare?

PCI Compliance is a security grade, needed when you process credit card on your website.
So it make sense to pay for an EV SSL Certificate, only when you will also need PCI Compliance to process credit card on your website.
