How to make a whois server?

I want people to be able to query their domain on my site and be able to get a whois record there. How can I create a whois server? Does this require a big hosting plan to build on?

Hello David, you do not need to create a whois server (and you will not be able to do it due to restrictions) but you can easily find a list of Whois servers like this one : http://www.nirsoft.net/whois-servers.txt
Then you just have to perform your requests to get whois infos for a domain.
