Can any one tell about how much it will cost to buy a VPS 8 GB of RAM and 4 CPUs?

If thats good price, would you recommend me a name to start with?

Almost web hosting companies will offer you price range from $60 to $80 for a VPS 8 GB of RAM and 4 CPUs

If you can find and have their discounts, then the pricing can decrease a bit more.

I don't agree for the price. Company like hostgator will charge you $80 for a linux VPS. And it will be slow as possible as it could.

You have also other VPS offer like OVH, Soyoustart, Kimsufi or Scaleway with dedicated servers from $15. There are not all ready for a web server (old cpu and HDD for the cheaper).
But at OVH, you have 2vCore, 8GB RAL, 40GB SSD for $14. It's not managed VPS, you will have ssh and nothing else, but fully unmetered, and I'm working with OVH since 2011 with not any trouble.

Are you talking to a dedicated with shared RAM?

I checked OVH and the lowest dedicated we can get is from $69 for one with 32 GB of RAM

If I am not wrong, these hosting companies are providing unmanaged VPS/ dedicated.

After buying a dedicated, what software do I need to install for using and hosting websites?

In price level you have kimsufi < soyoustart < OVH
But at Soyoustart you have 32GB RAM and 3x 120GB SSD for 49$

You can install any linux distro on it, there are some panel one click install (plesk, cPanel) so you can use it without have to make hard configuration.
But best solution is to install VMware vSphere or Proxmox to make some VPS on it. So you will be able to run a production web server, and to have a playground on the same server.
Never follow a tuto in production for the first time ^^
