What are the minimum budget for running 15 small blogs monthly? What are the best ways to save money when running multi sites?

How much traffic are you getting, and what is your resource usage like?
You could probably get away with shared hosting.
Edit: as RDO Servers said, reseller would be best to isolate each website.

With 15 site, I would use a reseller account so that you can isolate each site in a different cPanel account. (Especially if their WordPress sites!!!)

I guess you should be able to run all these blogs without spending much money, you can opt for a shared hosting account and get all your domains in one shared hosting plan. If your blogs don't have much traffic and you don't need lots of bandwidth, space etc.

I highly recommend Reseller as its cheap and each will count as a different shared hosting package which means much more resources for each website.
If you are running blogs look into resellers which include one click install and are wordpress optimized if you run wordpress.
Also look for SSD as SSD is much faster and all of the new hostings are upgrading to SSD.

Agreed a reseller account is best so each account/site is isolated.
I have to many horror stories about compromises and addon domains.

Shared hosting would be working for startout with 15 small blogs and then you can consider upgrading to VPS and all these websites can reside on same hosting as they will not consume much resources.
