An authority blog would gain better rankings in the search engines and get more natural visits as long as the content is all related to your niche where as if you were creating a membership site it would depend on if you were selling the content or giving it away. You would have to think how you are going to get people not just to your site but how you are going to get them to sign up to get the member content and so on.

I use both and I would recommend you to do the same. I use my blog and a squeeze page to collect emails then promote my products and everyone who buys my product gets an invite to join the membership site.
It's much easier to convince someone who's bought something from you to join the membership site as compared to someone who you're not even sure is willing to spend money. My membership site is high ticket so I need someone who I know is willing to spend money.
