Nice post! I also think a lot of work that you get will be from either current customer referrals to other people or through networking events.... Therefore I would consider local meetings, approaching local businesses as well as placing local ads in newspapers etc... When starting out you could develop some sites for free as that can help with building your portfolio but also it well help with getting customer referrals through "word of mouth" .... People who receive a great service are real quick and keen to try help you get more customers...

I'm no designer myself, but a lot of the designers I've worked with over the years have had one thing in common - they started off by making free templates, and perfecting those until they became popular and received good reviews. Sure, it takes time - but it's actually a very sound strategy. People will use those designs (as they are free), and many will let you know of any issues that exist with them - which you of course want. It also challenges your creativity, as you'll likely have quite an array of designs before you finally move onto paid design work.

Another thing is that it'll let you more easily value your work. You'll know roughly how long a design takes to make, you know what goes into each and every bit of the design - and will be able to price your paid work appropriately.
