I think photoshop is the most esiest in graphics tools to learn and design hence I suggest should learn it from basic and you will have what you want when designing somethings for you. Go with free tools, it's good but you will not design any custom shape that you want. Tools always give us fixed forms.

Photoshop is the most used photo editing software whether it is beginners or professionals. It is because it is quite easy to use and it is so powerful compared to other photo editing software out there. It has a wide variety of tools that you can use based what needs to be done and on what you feel comfortable with.
I don't know any photo editing software out there that is as powerful as Photoshop. Well, we all know that there is no such thing as a shortcut in learning things, you should put effort on everything that you want to learn.

I strongly suggest Adobe Photoshop. A powerful tool for editing. It has so much features that you can use. It does not matter if you're a newbie in Photoshop because the basic features are quite easy to understand and learn. You can look for video tutorials in you tube that can surely help you in photo editing. It's fun and enjoyable to use the photoshop.

There is no alternative to Photoshop. It is the best tool for editing the photos. You can use it for professional use as well as your home use too. There are number of options available for photo editing. You do number of modifications in it. The quality of the image remains same though you will view the image on other resolution. Try it.

For newbies, you can find lots of software on the internet and those softwares works well and free too, such as:

Picasa
Gimp
befunky

these are some softwares that works well. But in professional level using of photoshop is most. It's popular because of its unique feature. So, for new comer these softwares are very useful for editing photos.

Befunky is a really great software for photo editing, but many of its tools are available only if you pay for them. Unless this is a problem for you, I think this is a very good software for newbies in this sphere, as it's not difficult to use at all, and it has some great tools.
