I see that reseller hosting service is not more different from VPS hosting service, even its price is better than VPS hosting service. Should use reseller hosting service instead VPS services?

It really depends on what the customer is looking for. Yes, VPS's offer more control over the entire system and resources. However, customers that are looking to start a hosting business may not be familiar with VPS's and may not want to take on the tasks of securing the VPS and the other responsibilities that come with VPS.

Ultimately, there is no right or wrong answer. It is up to the individual on how they want to approach the situation.
Additionally, those individuals may choose to start off with Reseller hosting as there is less to worry about and requires less configuration, less maintenance, and less hassle.
