It depends on your needs as a user actually, why choose an expensive hosting services if you can get it on a cheaper one? Like if you have personal sites or startup, why choose vps hosting if shared hosting is enough for your site. I mean try to know your required specs before choosing a hosting service.

For some small or private web site, you can go with a reliable cloud-shared hosting plan with SSD disk. If you expect more traffic as usualy, if your site will have a bigger database (like an ecommerce shop), you should choose at least a cloud VPS with dedicated resources or a dedicated server which is more suitable for bigger sites.

There is not a big of a difference between cloud and normal hosting for websites. Why? Here is why
If the cloud hosting provider does not give you the option of scale up and down then there is no point in calling it cloud.
if the legacy hosting provider does not have high availability server then it is not hosting, to begin with
The cloud is used to pay as much as you use and to the high availability. Which in my opinion
1- High availability should be in every host.
2- Could hosting is for people with projects that have a dynamic size

If you can it cloud then it is HA because of how the system is configured. However, if your question is e.g. HA plan and non HA plan?
I can't really say who is running HA or not you simply can't know until they have hardware failure then the service will go down. Not all hardware failures will result in downtime. For example RAID 10 or RAID 1 you can just swap the SSD. Motherboard failure is at least a couple of hours downtime. Price-wise, we are currently running all shared hosting in an HA configuration. Our prices are displayed on our website. We are not the cheapest yes! but we are looking for customers willing to pay a premium for the perks of our service.

Yes it is right, as my experience we should ask the provider if it can scale up or down resource on server or not. If not, you will have problems when using their cloud hosting service.

Quality web hosting is available form qhoster.com and owned-networks.net.
Their cost efficiency is very high considering the below-average prices and account specifications correlation.

Prime reason would be your purpose for which you need hosting. When it comes to picking a web host, there are 3 things that matter A LOT.

  1. Speed
  2. Security
  3. Customer support
Yes, there are a ton of other things like pricing, hosting features, uptime and a lot more come into consideration but the above-mentioned 3 things are ESSENTIAL.
