Do all websites need security measures?

All websites have some sort of security, even if it is a plain HTML website on basic hosting with no scripting there will be a password to access it via FTP which is a form of security. Then from there on, there are hundreds of potential increased security measures than could be applied on top, but there is no one security solution that fits all websites, it depends on the application/scripts you're using, the data you're storing, the platform you're using, the amount of traffic you're getting, the level of impact an attack might have to your business, whether you're in a market that is more likely to attract attacks etc etc.
