Designing a menu system for a site should not be a difficult task, as long as you follow a few key points:

Make it available on all pages in the same spot, so that it is consistent. Generally, this means placement at either the top or the left.

Make it available to all styles of browsers, so that ALL visitors can use it. This means if you insist on using images or Flash in the menu, it MUST also be available in straight HTML as well. TEST THE MENU THOROUGHLY!!!

Make it logical - spend some time deciding where elements of each menu belong. Products and services should have an appropriate main heading, etc.
