Buy a server for selling web hosting services?

What type of server should we buy to start a web hosting service? I am just curious how a hosting provider will choose this when they start a hosting business. A VPS or a Dedicated server will fit conditions?

If you are starting a shared web hosting reseller business, a VPS should be a great start. If you will want to resell VPS's a dedicated server would be a better choice.

This will require higher levels to manage VPS for selling.
Is it easier for creating shared hosting from VPS?

Yes, it will require more knowledge of server administration on a dedicated server. If reselling business is new and there is not much experience I would not recommend to resell VPS altogether as it requires some expertise to run them smoothly.
Shared hosting is great on a VPS if you have knowledge of any of the most popular control panels (cPanel, Webmin). If VPS is not an option, there is always a possibility to buy shared hosting for resellers and do not administrate the VPS.

VPS is much easier start. You can rescale, take snapshot and backup's also hosting provider control panel than think how you can make backup's Dedicated server and what if server break down.

Of course you get much more power and hdd space in Dedicated server than VPS same money, but also in Cloud VPS not have single point failure.

Depends on budget, investment etc. Most hosting companies won't turn a profit for a good while, so however you start you need to be willing to invest.

VPS is probably the best route as it's an affordable starting place if you choose the right provider, plus it's quite easy to expand a VPS as your needs grow in the future. Once you outgrow your VPS you could replace it with a Dedicated Server.

Another option would be to start with reseller hosting as well.

once I can setup a VPS with multi packages, how can I show them on a webpage and customers can buy them? I read that I need setup a WHMCS for that, right?

Answer this question first, do you have any knowledge of troubleshooting vps or dedicated server?
If no the go for reseller plan. As you are starting your business reseller hosting is perfect. You don't have to manage all things. This is also within budget. After getting some clients you can go for vps server. But without knowledge vps server can be worse and give headache.
