I am no expert on New York, but if Dallas would work, you should check with Limestone Networks. They've been helpful in both the hardware acquisition process as well as providing colocation for us. Makes it kind of easy.

I have rented dedicated servers for hosting for some years and wanted to buy one and run it to gain more knowledge and management so you could you recommend a data center ( 1u ) low cost hardware and a northeastern location for colo thanks

Try eBay or GoPCN. I personally use GoPCN for my Handwares and they are TOP Notch. May be I can suggest you some specification depend on your Requirements or Usage.
