More people prefer buying cheap web hosting services but how you consider it is "cheap"? because its price is like free or you can own a hosting plan without paying more? do you think of the quality of cheap service?

Unfortunately cheap hosting is not going to go away and it always leaves customers with a bad taste in their mouth.
I generally define cheap as something that is below market value and is 'too good to be true'. You have to ask yourself, how are they making money on me to survive? Because that is the root of all businesses. They need $ to survive, and grow. If that doesn't happen then they will eventually go out of business.
Some of the larger providers get away with it simply by scale and volume. If you order 1 SSD vs 10,000 SSD's the price you pay is vastly different. So if you can afford to buy 10,000 drives your hardware expense is obviously lower so you can offer lower rates.
So really I guess company size and age has a lot to do with things being 'cheap' as well.
