This should be one of the key components in deciding which provider to use for web hosting services.

You should probably begin narrowing your options based on providers which meet your requirements for uptime (hopefully, near 100%). Once you've determined the host has reliable uptime, then you can use other metrics (such as price, features, support) to further determine the best solutions.

Ofcourse, You should consider reliability while selecting a web hosting provider if you are using them for running your business. Uptime is very important for running an online business.
If you are running personal website or blogs, I don't think we should focus on uptime/reliability but its always good to select a provider that can provide the best uptime.

Yes, that's the main part. Websites you host are run from the servers. Severs should be well maintained and secure. It's uptime should be minimum. If the server is not reliable then your web hosting service will get down. As a result, you will lose your business. If server will crash then your web hosting service will be dead with it's contents, server backup is also must for the reliable server.

So basically server reliability includes, good uptime of server, server backup, proper amount of resources to handle every single request from your websites, security.
