Within the next couple of weeks I will be looking for either shared hosting or vps hosting. Depending which one is best to go with.

It really depends on the amount of visitors and how many forums you are planing to host. With a VPS you will have extra flexibilty and capacity to expand.

The information that you provide us with is very basic. It totally depends on what you are going to use the shared hosting or vps for.

If you could please elaborate in more details, it would be easy for someone to help.

Normally people buy vps to have more control, and if your project demands more control you should opt for vps, otherwise shared hosting is fine as well.

If you have a good budget around $15+/ month, I would advise choosing a VPS instead of a shared hosting.
VPS servers always have more stronger and advantages.

Concurrent Visitors : Shared Hosting is good for 10 to 500[depends on provider] concurrent[active] visitors. It is recommended to move on to VPS beyond that.
Web-script : Make sure your web-script has clean code and optimized to have fair resource[cpu, ram] usage.
CDN : Make use of content delivery networks.
Backup : Make sure that, Daily / weekly backup system is in place.
