Yes most definitely it is a big affect on SEO. Specially if the content is copy! That's a big red flag! Even short or poorly written content are having negative affect on SEO.

Of course. Content is a huge thing. You aren't defining which type of poor content but:

1. If your content is farmed out and garbage so users don't read it, it's useless. Your content first has to be good enough for people. If not, start over.
2. Your content needs to be good enough that people stay on the page and engage with it.
3. Your content needs to be good enough to get quality off-site links.

Yes it is. Since the new Google algorithm called "Fred" was introduced in March 2017, Google focuses more on the quality of content then they will appreciate website with having rich and high quality content. IMO

You might get away at the start but after sometime Google will eventually penalize your site. I doesn't make any sense to use copied content and use it your advantage. I remember people used to do auto-blogging in the past with some good success, but after a few months time their sites would be no where to be seen.
