I just started selling web hosting, and I'm not sure where I can advertise my company for cheap or free. I've already shared it on social media, but only very few people need hosting.

SEO is hard without spending a lot of money but you should still do everything you can to help your SEO efforts that cost nothing.
As has been said many times, Local advertising, friends, family, business contacts target everything and anyone you can.
You are competing with many providers, if your just starting out things take time if you have 1 customer after three months don't worry about it, business will start to grow it just takes persistence and time
