What is my web host doing to cause this?

When installing scripts or navigating pages fast, my website goes to a 403 page and does not let me in for like 4-5 seconds. This repeats. I asked them about this, and they don't give me a straight answer.

Here is another example, simply navigating pages fast...

I'm running into a similar issue but it blocks the IP. I use CSF firewall and DDOS Deflate to protect our servers. (I don't just use DDOS deflate and CSF.)
I've adjusted the DDOS Deflate config and it seems to be more stable.
You have to be really fast now to trigger it.
Depending on how your firewall is configure will effect how the server will deal with the connection.
Will it block it or drop it, etc.
It could be a permissions issue in your case as the database doesn't even seem to finish before you get the error. If your using shared hosting then i would suggest moving away from shared and go for a reseller or managed hosting.
Its either a permissions issue or your firewall needs adjusting to allow for more connections. If your using shared hosting this will be managed by your provider. I hope that sheds some light on the your current situation.

Follow up on the similar issue i was getting;
My issue is related to CSF firewall.
I've currently got my connection limited to 100 which is way too low.
It should be on 300 or disabled depending on how your firewall is configured. Its used for DDOS attacks so If your host has this set low then it may trigger false positives.
If you go into CSF firewall and under the all tab click watch system logs to see what's triggering it.

For anyone having like issues or problems.

Yeah, this is shared hosting, and I tried different shared hosting and I don't appear to be having the problem with them. So I may have to switch since they seem to not want to really help with the problem. Thanks

The best think to use is reseller as its manage by your host and you have full control over config. Maybe an option to look into the future.
Just thought I would input my experience with diagnosing a similar issue.

Can also be caused by cpu or ram resource limit by your provider
