I am going to have a new server that run Plesk Onyx because I saw this control panel is low price and easy to set up and use. What is the best web hosting to run Plesk Onyx? which server specs should I consider to run Plesk Onyx best?

About server specs, I think a VPS with at least 2 vCPU and 4GB RAM will be an excellent choice to getting started with Plesk (it's not a requirement, only a recommendation).
Otherwise, your have the choice for the OS, Plesk is working properly on Centos, Debian or Ubuntu, it's only a matter of choice, depending on your own preferences.

Normally I used to choose a VPS with at least 4GB of RAM for a new server.

I am going to choose Centos 7 for it but not sure Plesk will work properly on this OS or not.

The most part of packages (Nginx, Apache, PHP) are directly shipped with Plesk, that's why Plesk run properly on Centos/RedHat as well as on Debian/Ubuntu.
If you are used to Centos, you can install Plesk on Centos 7, it will work properly.

Always use latest OS which ever is latest when you get a new server or reinstall a server. Centos 7 is perfectly compatible with Plesk as I manage many such servers on a daily basis. so I guarantee for that.

Regarding the Spec that really depends on your needs and you really need to work out. If looking for a VPS then you can start with low and then upgrade gradually.
