You have several options to create a new website including free and paid options.

Free:
Go with Wordpress or Blogger to create your free blog there but it will limit you to control functions there.

Paid:
Buy a domain name
Buy a shared hosting plan
Download free theme from Wordpress or buy a paid theme from Themeforest (like I am using this method now) and starting building your own websites with clicks and configurations. For paid option but you need a small budget around $50 but what you will get back is you can control it completely without limitations.

Adding to what David said, you can also use sitebuilders. A lot of providers offer free site builders as part of their hosting plans. With this you can create static websites fairly easily.

If you have html knowledge you can build your site from scratch, but this is not for those new to websites.

My preferred method is to use wordpress. It's such a versatile tool which you can make any kind of websites. There are hundreds of tutorials on YouTube/Google to help you learn how this works.

If you decide on wordpress make sure you host has one click installers which make setting this up easy. Also speak to the host and find out how helpful they will be if you run into trouble.

Best thing to do is stop thinking about it and take the plunge!

I highly recommend going with something like WordPress over one of those site builder hosts. If you decide later on to move to another host you're going to have some issues keeping your site looking like it did when you built it and you may even have to start over when you leave.

There are more ways to make online websites. I guess there are 5 ways to create your own website. Let me introduce it to you,

1.) Site Build It (SBI)
If you want to make websites and earn passive money at the same time, you should do this.

2.) Content Management System’s
This is an online application that you can put into your website and that will handle the whole website for you as easy as that. The most common example for this is Joomla.

3.) Website Builders
It is also an application in which you will just add things you want in your website. It doesn't matter if you don't have the coding skills in creating websites.

4.) Blogging Software
This is more focused about on making blog websites. It helps the bloggers to create their websites with ease. One of this are is popular Wordpress.

5.) Hand Coding
This tells more about creating website using your own bare hands. Typing codes to make websites are the most practical way to do it. It looks like hard but it is just easy when you have the HTML codes knowledge.

Assuming you want your website go live and not be on your local machine, you will need to consider hosting as well. So I would split the answer for you into two options.

The easiest way is to use Site builder, many providers who have site builder will host your website on their own servers so you will not need much knowledge about hosting the site, you will need to create and maintain your website and its content. However, this option may have some disadvantages: you may not have an email function on such site builders and it could be hard to grow. The site builders have restrictions and limits to what can you make of it. In some situations, you may not be able to do what you want because it would not be supported by site builder. Therefore, it could be hard to move to another provider as your website code may not be supported or fully owned by you.

The harder option (for a newbie) is to get a hosting and create your website yourself. Most of the providers offer tools to install the common CMS (Content Management Systems) easy. Though, you would still need to learn the CMS and create the website and its elements yourself, which would be harder especially at the beginning. However, hosting package you choose will most likely have an email function, the code you create and all the files will belong to you, which will allow you to move them anywhere you want if needed. You will also be able to customize the website much more with CMS rather than with site builder.

I am a newbie and don't know any command line skill. Currently, I am running my own blog. My first website is built with the following steps:
  1. Purchase a VPS for hosting your website. Vultr, DigitalOcean, and Linode are the affordable and reliable web hosting providers, anyone of them is a good option.
  2. Buy a domain for your website. GoDaddy and Namecheap are well-known domain registrars with the great customer support. After purchasing your domain, don't forget to resolve your domain to your server.
  3. Create your website with a website builder. I create my website with VPSrobots, it helps me deploy LAMP and install WordPress.

I agree that these domain registrars are not easy to change but for those hosting providers, you can find some better.
Create your website with a website builder.
Never used website builder, this is easy to setup but it is hard if you have to have custom configurations for your websites.

1. Wordpress
This site focuses on how you may create a website that is taylored to your needs if you are a blogger. It's very easy to navigate and efficient because you can easily edit the content of your webpage. It's unlike the traditional html where you have to encode codes in notepad to create a legit website. Wordpress is very easy to use because editing your webpage content is just a click away!
2. Jimndo
I would definitely suggest this site for you if you want to create your own webpage. Unlike wordpress, this site focuses on the content of your webpage and what you want to show. It doesn't really focus on blogging but you can customize it to meet your needs for the website. Just google Jimndo and you'll find your way into creating a superb website!

I found this on an advertisement on Youtube. Based on its reviews, this definitely is the real deal. One of the slickest website makers out there with its modern finish and easily customizable page.

In order having one website to go live, you need to have 3 parts: Website source + Domain + Hosting

About domain: You can buy it at any big guys in Domain name industry such as Godaddy, Namesilo, Namecheap,…Especially with Godaddy, you can buy your first domain just only for 99 cent using coupons. Hence, it’s just $0.99 for .COM domain (1st year). After the 1st year, you need to renew it with regular price ($10 - $14)

About hosting: You can also buy it from many big guys in Web hosting industry such as: Godaddy, Namecheap, iPage, Fatcow, Bluehost,...Also, especially with hosting at Godaddy, you can buy just only for $1/mo by using coupon + Free .COM domain. Or, you can research many other big guys to compare their services each other. Then you need to decide which hosting providers are suitable your requirements and your business. Normally, it’s just about $12.00/yr for hosting + domain (if you pay annually and don’t buy domain separately)

After having your domain and hosting, the next step is Choosing the website platform to build your website. The most common free open source is WordPress CMS. You can visit here to download the source for free and install it on your hosting: Download | WordPress.org. Do not forget to read carefully about their documents before install here

Create a website very easy nowadays. You can do it without any coding knowledge. You need to buy a domain and a hosting form any web hosting service providers. Some web hosting service providers help you to configure the domain and hosting also your cPanel. On your cPanel you can install CMS you comfortable at I recommend wordpress. Now just login your wordpress dashboard and start designing your own website. On this section you need wordpress theme which you can use free themes form wordpress.org also you can buy themes for wordpress.

Its so simple now. Best of luck.

You can try searching it on google. There are lots of ways on how to create website, there are paid and some are free and most of the time you can find trial mode and it will just last 30 or more days. Just utilize the google and it will help you to do great things in the web and PCs.
But if you are having a hard time understanding what the google says, and if you are a visual learner. You can use YouTube, there videos there that will give step by step on how to create websites and you can find feed backs so that you can see the advantages and disadvantages in using the site, and you will be aware the limitations in using the site.

Creating a website is very easy now a days. There are many ways to create a website. WordPress is one of the hassle free way to create stunning website. You can create a free website using WordPress or can go for a paid Self Hosted WordPress Website. To create a free website using WordPress navigate to wordpress.com. Create an account there & start developing. But if will be on a subdomain with .wordpress.com in the end. Or if you want to create a self hosted website with your own domain, purchase domain name, hosting & start building. That's it.
