I know that Adblock application will save you from ads and popups while surfing the internet as a user.
Also, there are bunch of similar applications for phones.
But, does anybody know any ad blocking dns?
How to set it up and how does it work ?

There's a number of services that offer ad blocking via DNS, some are paid and some are free. All you need to do is to divert your DNS requests through these 'protecting' servers that will filter out requests to malicious websites and AD networks. This also works if you don't want your kids come across some inappropriate content on the web.

The best way to do this is to setup your wifi router so that it provides every connected device with a DNS server of your choice.

You can use pi-hole for this purpose : https://pi-hole.net/
It's the easiest way to setup a dns resolver with ads blocking and it can be installed on almost any linux server.
