If it could be a solution to avoid unnecessary cost, it's not really needed to host a website online during the development stage. You can easily install wordpress on your computer with solution like bitnami or AMPPS for, before buying a domain and a web hosting plan to publish it online.
Additionally, for a landing page or very simple site, there are several other CMS than WordPress to do the job which doesn't require so much ressources or learning to use them.

Wordpress and Google already providing an option to host sites on their system itself. Anyone can build a wordpress site by simply follow the steps from url https://wordpress.com/start/survey to start a blog or website.

Free hosting has a catch - otherwise, it wouldn't be free. However, some people don't mind the catch, as stuff like ads or limited resources isn't a large concern to them. Note that could be the case with some low traffic websites.

Also, you mentioned WordPress installation. Well, that's normally not a big deal on cPanel because it normally has Softalicious, an auto-installer.
