Free forums would to suit your needs, I guess. There are lots of free online forum platforms that you could actually search on the internet. They are very much user friendly even though they are free. This thing should be an advantage for everyone! If they are free and decent, why not?

it's hard to decide whether you must go with free or paid. I think it depends on how much tech know-how you have. Note, the support staff for free forum software, due to the volunteer nature of the staff, could be insufficient. with free software, you might need to install a lot of extra mods to get the same functionality as something that is paid.

Start on free first. Build a good reputation and earn good posts and subscribers. When the forum grows then that's the time to make some profits. That's my opinion at least.

I am using phpBB, nice it is! Just you will need to take care of all security aspect. Because on the free forum, there is issue of spam users request. Once your forum will have the legitimate users and posts then you can go with paid forum.

It is recommended to start for free then if the forum is successful you need to expand or transfer.
