Send notification when apache or mysql server is down

Are there any methods to set the notification when Apache or Mysql sever is down.
I want to have email notifications when services are down / crash, can we set any notification in plesk, directadmin or cpanel hosting panel?

As Nagios is not the easier monitoring solution, you can also look to librenms.org or to an external monitoring solution like https://nixstats.com

Another open source solution that monitors websites, doesn't do mysql per se, but is easy to setup and use for sites. https://www.phpservermonitor.org/
