I am a bit more agree with you, more CPUs mean we have different CPU to work on different tasks on a server, it helps websites load faster.It all depends on what your needs are. How much traffic do you get, what kind of website, are there a lot of downloads? What kind of software do you run on it... When using 4 cores you have more than enough computing power for most web apps/websites.
I don't think it is enough to you have a perfect web if you don't do any optimizations for your server like install caching systems or configurationsMy advice ; 2vCore + 6/8GB RAM = perfect for web
