Before we proceed please excuse my bad english as i'm not a native speaker
My name is Andhi, 2 Years ago opening web hosting business doesn't even cross my mind because i thought it's going to cost a lot of money on servers and advertising. Turns out i was DEAD WRONG
Target Market
Always go locally first either it be small business in your area / facebook friends. Never ever try go beyond that just yet...
Choosing The Right Provider
Find provider that give you billing client (clientexec/whmcs) and end-user support if possible... 20GB should be enough for starter, overselling enabled is also important i know this is bad but belive me 90% of web hosting company oversell.. if they told you they aren't then there's big chance that they lie to you.
Hosting Plan
Never ever ever ever try to sell "unlimited" hosting if you don't know what they are really means!
Advertising Strategy
this is a bit tricky... what i did when i first starting out is offering them free 1month hosting for them to test out your service. you might get 20 sign ups but only 5 that actually pays... but that's allright at least you got your first client and you web hosting business already has recognition in your area..
Facebook post might also work to.. try to offer your friend free hosting it might also pay.
For starters you wouldn't want to use PPC or paid advertising.. keep in mind there's a lot of hosting provider out there and most of them are bigger and has more reputation than you are.
Price Breakdown
Hosting = $20/mo
flyer / banner = $10 (fiverr.com)
