Is it importat for all L1 tech to have there cPanel and WHM certification?

Is it really important for all L1 and above tech to have there cPanel and WHM certification done before they handle any of such issue of there clients related to cPanel/WHM.
As many of the techs assist there client without certification as they have huge experience with them.

You can be really good at studying and taking exams and pass a certification exam and still have little to no real world experience, so certification should not be a deciding factor.
