Is it possible to a VPS to another VPS? e.g I can buy a VPS in France and pointing this VPS to a VPS in USA using reverse IP? If yes, does that affect performance of the second VPS?

Do you mean you want to point to US VPS using reverse proxy setup? Any specific reason to do such configuration?

Yes it will because of the network delay between 2 locations....but this requirement looks strage! Any reason you would like to go for such a configuration? if you just want to to hide your second VPS IP address, use a service like CloudFlare.

I want to hide the first VPS completely, that is the way to do?

May I know what's the purpose for doing such configuration?
As explained with @dineshsma above

It is possible? and does it have any interruptions if one of these VPS' is downed?

Yes...what you are specified is a proxy setup...so if any of the server is down, you will have an outage. if you want a fail-over system, may be check DNS based fail over or try any web proxy which allows Load balancing and failover.

Cloudflare will be best option as it is free and no need for you to have a cost of another vps. If you setup such a case, then if one is down, then it may cause issues mostly. I have not done such a setup earlier but I guess you may have to setup forwarding the packets to be send to your France VPS to the USA VPS via a VPN or any kind of tunneling or Iptables port forwarding etc.

If you want to hide the original VPS IP, simply use Cloudflare in your website. It will manage your DNS records and protect them with a cloudflare IP so that it cannot be traced.
