Is it possible to a VPS to another VPS? e.g I can buy a VPS in France and pointing this VPS to a VPS in USA using reverse IP? If yes, does that affect performance of the second VPS?
I want to hide the first VPS completely, that is the way to do?Do you mean you want to point to US VPS using reverse proxy setup? Any specific reason to do such configuration?

It is possible? and does it have any interruptions if one of these VPS' is downed?Yes it will because of the network delay between 2 locations....but this requirement looks strage! Any reason you would like to go for such a configuration? if you just want to to hide your second VPS IP address, use a service like CloudFlare.
