It is a managed or unmanaged VPS? If it was a managed VPS you should ask your hosting provider to setup these things for your VPS.

You can get the official instructions for installing cpanel at https://documentation.cpanel.net/display/68Docs/Installation+Guide. I would have done it free if you had bought vps form my server
