If I find a web template for my site, I would go

Freelancer - custom web design services.
Themeforest - existed web design templates.

Other than that, you can google for more web design companies.

As Chris has said, you can go to themeforest and search for web hosting templates. Most of the premium templates come with page builders which will help you to create the pages of your website easily.

And as for web design companies, I would suggest asking around from your friends or trying to find a company in your local area. Not that online freelancers or web design companies are bad, but if you can find a good company in your area, it'll make things easier.

You can also give a template you selected to the web design company and ask them to build the pages for you or edit the template further to match your business.

I would also check the themes for WHMCS (if your using it), some of them are very nice.

WHMCS Themes are a great place for a starter theme. Thememetro does a couple which seem very popular too.

I'd recommend Jack at Zomex - I have been using his templates for years and they all integrate really nicely with WHMCS.

I agree that you can build custom web designs at an affordable price and at your own preference in freelancer. They have lots of decent designers there or you can choose pre-made templates and buy them.

I would also recommend Themehouse. They have some decent and affordable themes/templates. But again, i would advice that you try and have some technicians on standby. You may need to do some customization to fit your need. I'm also in need of someone who can customize Vbulletin to look like this one of forumweb.hosting. I like it. Although i want to integrate it with a complex sytem that will require some bit of coding to integrate. If a pro-web designer can read this, please get in touch, because i seriously need something an equivalent of this website.

You can go the template route, but will most likely end up looking like everybody else... Templates are popular because you'll know what you are going to get but it will also define your site instead of your site and business defining what kind of look you want.
