Can a forum run on shared hosting?

Optimisation is the key my friend, you can succeed with shared hosting and might not with a vps and vice versa its all about how u manage your resources and how you configure your server for the purpose that you want to achieve.

If forum is new then I will host it on Shared hosting to save money and If forum will grow then move to VPS and then Dedicated server.

However none of forum grow within few month, You will be really need to do a hard work and advertise then you will be able to grow your forum community.

If forum is old and have a 100+ active users per hour then I do not recommended shared hosting, VPS will be good for it.

My question is a forum can run smoothly on a shared hosting? or it is better if it run on a VPS or dedicated server?
All depends on the script, traffic, server properties, configuration etc... But a bussy site/forum won't NEVER work well on a shared server. To be honest, no one of the serious hosting providers will allow you to use resources over their limits.

Normally all forum platform has many cron job to be run. Many provider has limitation on running cron jobs frequently so I recommend once you choose your forum platform/script go through its documentation and pull out the information about cron jobs needed to run for your forum and first confirm with the choose providers do they allow those cron jobs frequent interwal? If yes then you should have any issue in running forum on shared hosting.

Still VPS is recommended for forum to keep smoothly running.
