Who is responsible for my website down? Hosting, web developer or domain registrar?

I've a blog which is often downtime 1 time for 2 months. I am hosting my site at a hosting and domain at another place, they are quite different companies. My blog was built by a web developer and base on wordpress. Before I start talking to them on this issue, I want to know to whom I should talk to? Registrar, web developer or my host? Who's responsible for this problem when my site downs?

You are using a shared hosting? right? and what errors you see in the browser when your site does not respond?

As the fellow above said it might be the host or the developer.
When I visit my site, it showed this on my browser.
This site can't be reached
refused to connect.
ERR_CONNECTION_REFUSED
Does this come from web hosting or my internet connection?

I'd recommend that you follow this advice and get back to us with what you find. It won't be the registrar.

I'll say Web Host but you never know if someone is trying to dose or attack your site. :)

I agree with you, I will contact my web hosting provider first when my website downs

They can give you right answer when you got error on your website, specially about web hosting.

You can also try this to fix error err_connection_refused.
