I want create websites so need web hosting for my sites. some one please tell me which hosting packages should I choose and and where I can start?

Someone told me I should start with a shared but how if I choose a VPS, VPS hosting is more stronger than a shared hosting?

It always is a good way to start with a shared hosting for your new site, unless you have big websites with huge traffic then you should choose a VPS or a dedicated server, because it could need more resource to run your websites.

Well! It all depends upon your Budget, sites type, and daily traffic!
If you elaborate more about your sites! then i can suggest you accordingly!

Hostgator was good WorkerBee. But the issue is, due to their huge clients, you have to face delays in support! Even their dedicated clients have too wait too long for their support tickets!

What type of website are you making, display WordPress can be on a shared account for about 5-10 dollars or eCommerce website should be on a vps, cost more, you have to get c panel 15 dollars per month for that, plus a good vps is about 10 to 40 dollars per month. If you tell us more about the type of website we can make better suggestions for you.

You need to take in mind a few things when choosing a hosting what is your targeted audience (where do you want the servers of the host to be located), what is your budget, how much storage will you need, etc. In fact, I think it's better to talk to the customer support agents of the hosts that you are choosing from. After you discuss with them your requirements and needs, they will be able to recommend you the service and the plan, which they think will best suit your needs. Then, you will be able to choose the host that gives you the best correlation between price and quality of the services.
My personal advice is don't go directly with some of the most popular hosts. Instead, do a good research and you may be able to find something better at lower cost from another, not that popular company.

As you are new to this and probably will be consulting support quite often in the beginning, you should find in the first place a company with good support. Technical specifications are secondary as you will not be running any large projects.

Whether you get a vps or shared hosting depends on the kind of website you want to build, but for a start, I will recommend that you go with shared hosting.
The features offered, the prices and more importantly the customer support should be considered before you choose a Web host
